Scout: add live room info to your page

Scout is currently in beta testing. The database updates every five minutes. Testers should join the backstage list.

Expect the Scout API to be rewritten in the coming months. The changes will make the service much easier to implement. For an example of one possible enhancement, see StormIRC's Scout-based service. The primary focus will be on the XML-RPC interface.

New feature: Scout now has experimental support for private (+s/+p) rooms. Please contact liveHarmony support for more information.
